The Physician Quality Reporting System (PQRS) penalties for non-compliance begin in 2015. CMS is using the information in PQRS coupled with the Meaningful Use criteria and the Quality and Resource Use Reports (QRURs) to serve as a basis for the Value-Based Modifier.
